The masterplan integrates three strategic components: the international airport, the park for investigation and technological innovation, and the industrial development clusters, all of which lie in three distinct municipal jurisdictions of the Monterrey metropolitan area. Such integration results in the core objective of creating a new urban subcenter surrounding the existing and future industrial development, and complementing it with new retail and housing uses. 

The project is thought as a tool through which to transition from an expansionist urban model of mono-use zoning toward a more compact and sustainable model. The masterplan should eventually become integrated to each of the urban development plans of the respective municipalities.
